Oh, by that I mean the owner covering the costs, too, which are substantial if done in a veterinary setting with complete isolation.

It never hurts for state ferret groups to contact their public health vets in charge of rabies policy and find out what is going on in your location, then let members know. Also, if yours is a state where local departments are more powerful in choices that state it is especially important to make sure that your area departments are politely and respectfully educated.

If an animal is stray and bites someone it is assumed to not have been vaccinated in a great number of locations unless things have changed since 1998.
